PROPOSITIONS TO
II. OPEN EUROPEAN CHAMPIONSHIP IN FIRE SPORT
1. Aim, Purpose and Type of Championship

The aim of championship is a deeper progress and popularisation of fire fighters and rescuers profession, progress in professional and sport championship of fire fighters and rescuers and better cooperation between fire fighters and rescuers on the international level.

The championship will be held in accordance with Rules for International Competitions approved by International Sport Federation of Firefighters and Rescuers in 2003 as Open European Championship.

4. Participating Organisations and Competitors
Participating organisations are national teams of member states of International Sport Federation of Fire Fighters and Rescuers (ISFFR) and national teams from countries applying for membership in ISFFR.

Each delegation consist of 20 people (10 competitors, 2 coaches, medical personnel, team leader, delegation leader, 5 delegation members)

3 p.m. arrival of national teams, presentation, accommodation
Wednesday, 7th September 2005
1 p.m. mandatory committee, drawing lots
2 p.m. teams training according to the schedule (City stadium)
4 p.m. consultation of judges and team leaders (City stadium)
Thursday, 8th September 2005
11 a.m. 100 m obstacle course (City stadium)
2 p.m. opening of the International Exhibition of Fire and Rescue Equipment, City Stadium Ostrava-Vítkovice, opened by the Czech Minister of Interior
6 p.m. festive initiation of the II Open European Championship in Fire Sport, City Stadium Ostrava-Vítkovice, opened by the Czech Minister of Interior semi-final and final in 100 m obstacle course

6. Scoring System
6.1 Semi-final in 100 m obstacle course and in climbing to the 4th floor of traing tower
  • Qualification to final round (8 places) is determined by the best result shown in two attempts;
  • In the case when two or more competitors show the same result, the preference is given to the one:
  • showing the best sum of time in two attempts
  • with the best result after the first attempt
  • who started earlier
  • Semi-final setting
  • I: 5 - 1 - 4 - 8;
  • II: 6 - 2 - 3 - 7;
6.2 Final in 100 m obstacle course and in climbing to the 4th floor of traing tower
  • winners of both semi-finals and other two competitors with the best time achieved go on;
  • in case when more competitors reach the same time in semi-final, the preference is given to better result after first two attempts;
  • track setting: 1st qual. by time - 1st winner - 2nd winner - 2nd qual. by time
6.3 Determination in obstacle relay-race (4x100 m)
  • both times are been classified, which means that both competition teams from one national team can win medals;
  • preference for giving points to team in team category is given to better time achieved. If results in relay-race are equal the preference is given to the one showing better sum of both times, then to order of better time achieved and finally to drawing;
7. Awards Ceremony
  • medals are provided according to Rules of International Sport Federation of Firefighters and Rescuers;
  • prices are provided by Organizer;
  • medals and prices will be given only in one set with no matter which country is the competitor from;
8. Conditions for Organisations and Competirors Permission
  • application form sent to organiser address until 15th July 2005;
  • application fee 1.000,- USD paid to organiser account until 15th July 2005;

10. Further Instrucions
  • All information are available on www.ostrava2005.cz
  • 100 m obstacle course and climbing to the 4th floor of training tower will run in 4 tracks;
  • Obstacle relay-race (4x100 m) will run in 2 tracks;
  • Fire attack will run in 1 track;
  • Equipment taking over and marking will run during the training time (7th September) and before the start of discipline;
  • Anti-doping control is a part of the championship;
  • No manual measurement of time (only electronic one);
  • No use of load-dependant starting blocks except for fire attack;
  • There will be just one drawing, which means that teams will start in the same order in all disciplines;
  • No water-hose brackets are allowed at 100 m obstacle course. Water distributor must be without pad and without filling;
